I have had an email from Google basically saying that yes it is a good idea and yes they have accepted this,
I hope you are doing great. I just got a notification from our feature idea team and they told me we can request your feature idea access after your trial period. Your trial period ends on the 14.10.2016 afterwards I will re-request your access.
so in a nut shell I am a happy bunny :-)

I was hoping to have had at least some replies to this from Google but alas nothing , I cant understand why they don't jump on ideas like this when it tick all the Administrator requirement for Data protection, SafeGuarding, Network Security and many more, we need more Admins out there to like this post and then maybe they might actually respond to this feature request.......

Google are certainly aware of these requirements. Businesses have been requesting these types of controls for some time.
There are a number of 3rd party ISVs that look to address some of the issues such as General Audit Tool, BetterCloud, CloudLock, AODocs etc that provide visibility, sharing controls etc across Drive for administrators and I would like to think they would offer some form of educational pricing.
The Google Drive sharing model is a paradigm shift away from the traditional on premise way of sharing files.
In on premise the sharing model is primarily:
- server based i.e. we share space on a server for users to store files
- centrally managed by an IT Administrators
In Google the sharing model is primarily:
- User centred, i.e. any user can share the files they own
- Is file centred, a file has attributes such an owner, permissions, subscribers and a 'parents' attribute that represents the 'folder' a file may associated with.
When a user opens their 'My Drive' it is primarily a View of the files they own and are subscribed to.
You can create a pseudo Team Drive by using a service account to own a shared folder structure as described at:
Google's recently announced G Suite Update Alerts: New Early Adopter Programs: Team Drives and a new Hangouts video meetings experience can also be leveraged by an IT Admin to provide what you are looking for.
It manager can get access but there should be some conditions which can provide by client.
I understand you are looking for a way to audit files that are saved in Google Drive inside your environment. Normally I would suggest Google Vault for this, as you can do some pretty advanced searches around what you are looking for. If you do not know what you are looking for though, this can be an issue.
This is where Google Apps Manager comes in. You can use GAM to generate a CSV report for a users Drive documents. It will show you all the information about a user's Drive contents, including IDs for folders or files created. You can then use GAM to add sharing access to these files or folders, so you can further investigate.
I am not sure if that is the solution you are searching for, and it may require a bit of scripting, and back-end work, but it will give you the access needed, as well as being no-cost.
